Website update and fixes

We are now up to date and hopefully everything is running smoothly.

Let me know of any bugs.

FIXED BUGS
- new topics/reply came up blank/weird
- admin control panel page was not loading
- files uploaded were not showing up
- file upload returned error "failed to move file"
- old posts didn't display the old smilies correctly, weird ? mark problem fixed
- cfg/ogz filetypes now allowed and checked as attachments
- events page joomla platform menubar destroyed after update (backup index.php before joomla upgrade!)
- permissions of members only and council only forums have been rectified for URL based unauthorized access

KNOWN BUGS
- all annoying bugs have been patched after upgrade

phpBB3 Version Upgrade: 3.1.9 -> 3.1.10

Joomla Version Update: 3.6.2 -> 3.6.3

If anyone had issues with their uploaded images/emoticons to the forum not showing up, they have been restored .
