Updated the servers.

#listkickbans - lists /kicks and #bans
#unkickban - unbans/unkicks
#pban - permanently bans
#clearpbans - clears all permanent bans
#savemap - saves current map to server
#loadmap - loads a map saved on the server

also added stored banning by ip with: ipban "66.215.103.152"

- Fixed va custom maps server wrong map title/map for different clients
- Fixed pm message number
- reorganized #help command list
- added enablemultiplemasters feature
- sendprivs now assigns privileges correctly
- allowmaster, teampersist and autosendmap have interactive toggles
- connected time for clients
- added no_single_private to disable 1 person from setting the server to private (admins exempt)
- map sucks clear fix
- commands issued to smartbot can now be seen my other clients
- serverside map storing howto
